[Papers], 1990-2004.

This collection includes material on a wide variety of topics, but three are most prominent. Foremost is an extensive compilation of papers regarding aversion therapy (electric shock, restraints, and other methods), which date back before Donovan's time in office and are labeled as originally having belonged to Representative David Cohen. These are arranged in one block but not in any particular order. Another prominent topic is issues related to Chapter 40B, a state statute which enables local Zoning Boards of Appeals to approve affordable housing developments under flexible rules if at least 20-25% of the units have long-term affordability restrictions. The third major topic in the collection concerns public health issues in Donovan's home city of Woburn. More specifically, these materials relate to occurrences of cancer and leukemia, hazardous materials, and landfills. These papers are found all over the collection in no apparent order, and some of them are marked as having originally belonged to Representative Nick Paleogos.
